It is never made clear why the Foundationers consider the Second Foundation "the enemy" and seek to destroy it while they clearly know it is there to help them drive Seldon's plan and they should therefore keep it healthy (and secret).
149 The exact same strategic position is described ("encircled like a fist") in Foundation and Empire when the Empire (Bel Riose) is attacking the Foundation, yet the assessment of that same position here (advantage to encircled force) is the opposite. [contradiction]
